currently all placenames are exported as glyphs.

this is very poor for accessibility,

means search engines cannot find content,
google implemented filetype:svg

repurposing with for instance xslt to gazetteer

This is a mapnik issue, not an issue with the OpenStreetMap implementation of mapnik rendering, so this is completely the wrong place to raise it.
