I propose to add hillshading layer to the main map site. I suggest to add it next to "Data" item in "Overlays" menu.

The hillshading I mean can be seen for instace at:

There is policy on tile layers which you can find here:

http://wiki.openstreetmap.org/wiki/Tile_Layer_Guidelines

Once you've read it I suggest you add the layer you are interested in to the list here:

http://wiki.openstreetmap.org/wiki/Featured_tiles

If it seems to fulfil all the criteria then you can then ask the Operations Working Group to consider whether it should be added.
