Users should be able to "see latest changes" - so they click and are taken to latest changes in their area - shown on the slippy map.

Not so much, I guess. The history tab has problems (only relaying on the bboxes of changesets but not taking into account what was really changed. The [https://wiki.openstreetmap.org/wiki/OWL OWL] history tab would be a step forward. Accompanied by [https://wiki.openstreetmap.org/wiki/WhoDidIt WhoDidIt].

This is now covered by a few external tools, like Whodidit, osmcha, tyrasd.github.io/latest-changes ...
