Access restrictions on living_street's should be rendered.

Currently, all living_street's are rendered the same, independent of their access restriction.

Rendering suggestion: render access restrictions the same as on normal roads, so red or blue dashes on top of the road.

Motivation: For example in Luxembourg city, an important part of the touristic part of the old city is arranged with living_street's that only allow access for delivery and residents. Rendering the access restriction is crucial here, because tourists should know that this touristic part of town cannot be explored by car.

Now that CartoCSS is implemented, would it perhaps be possible to have a new look whether this can/should be implemented?
