This diff should not be applied to ogr2osm because it creates a logically invalid OSM file. version and timestamp attributes should not exist in an OSM file until it has been uploaded to the OSM server.

I would agree, though I must admit I've used sed to add fake metadata then strip it out so I could use osmosis. Ah, just saw #4243 to change osmosis to accept data without metadata.

ogr2osm doesn't include a version attribute or any timestamps to nodes, ways or relations in osm files.
