I'd like to support the request and an example can be seen at [http://www.openstreetmap.org/?lat=48.235261&lon=16.418864&zoom=18&layers=M right wing of Vienna International Center / oneway leading to roundabout].
The highway=service going through the building Armauer Hansens hus (and the building part connecting Armauer Hansens hus and Fjellsida, or the builing part connecting Armauer Hansens hus and Sentralblokka) are rendered on top of the building, and with no dashed outline. The highway=service is in all cases tagged as tunnel=yes and layer=-1.

Highway=Service should render below any buildings if tunnel and layer tags exist (just like other road types do).
