tunnel=yes for highway=service does not render under buildings like highway=unclassified does #4255

Highway=Service should render below any buildings if tunnel and layer tags exist (just like other road types do).

Heres another example:
http://www.openstreetmap.org/?lat=60.372388&lon=5.360979&zoom=18&layers=M

The highway=service going through the building Armauer Hansens hus (and the building part connecting Armauer Hansens hus and Fjellsida, or the builing part connecting Armauer Hansens hus and Sentralblokka) are rendered on top of the building, and with no dashed outline. The highway=service is in all cases tagged as tunnel=yes and layer=-1.

Yes, I also hope that this will be fixed soon.

It would be nice the roads tagged with tunnel=Building_Passage can also be rendered as tunnels as this is curently not the case.
