Croatia reverse geocoding doesn't work on half counties. #4281

I fixed the bug with states in Croatia seen in this ticket:

and now I have bigger problems. Nominatim can't resolve half the counties. For example this spot:

It's inside "Zagrebaka upanija":

But it gives me "Varadinska upanija".

When I get closer to south of this county, it gives me "Karlovaka upanija" which is it's south neighbour.

Half the counties in Croatia is ok, and half give me their neighbours.

Last couple of hours made the trick. It works ok now.

There was a bug in Nominatim's update process. Instead of updating the admin_level of the relations, they got deleted from the database. Fixed now.

Croatia has been reindexed with the exception of Dubrovako-Neretvanska upanija. You might still see wrong results in places there.
