If railway is set to platform, there is no layer control in the simple tag view. This forces users to use advanced tag view to set the layer. Examples of such situations would be underground or elevated platforms.

This has been implemented in https://github.com/smsm1/potlatch2/commit/7c2ecf0f5677deabe35f87ddcf39b1ff59f2a966 and will be deployed in a release soon.
