Stairs that are in mid-air are rather common. However, it appears that the default renderer on the website doesn't draw stairs with the required black casing when they are tagged as bridge. PL2 lets you readily tag bridges that way without relying on the advanced mode. So I think the default renderer should draw those ways appropriately.
