When adding natural=bay to an area, any islets and islands in the bay are completely hidden, i.e., not visible on the map. See for example the islet Vgsholmen in the Forlandsvgen bay at

Even setting layer=-1 to the natural=bay area (as has been done for the Forlandsvgen bay on the map linked to) doesnt help.
