As we currently display landuse=construction, for objects that are in a pre-inuse state, I would recommend to add support for objects that are outdated. For that we use disused=yes and abandoned=yes and the old osmarender style displayed a cross on top of buildings that are tagged this way. The styling is completely up to you, another idea is to make the objects more hallow or just dotted outlines or something similar. Would be a good way to encourage mappers to take a clother look at the local city development.

In general, I think we are not interested in rendering abandoned and disused objects on a general purpose map. Please don't use the abandoned=yes and disused=yes tags. Either use foo=abandoned, abandoned=bar; or use foo:abandoned=bar.
