I've just noticed that Mapnik is now giving tram lines priority over roads when rendering, so they are properly drawn even at lower zoom levels. Lines tagged with rail=light_rail however are still drawn under any road tagged as highway=secondary or higher, which means that light rail lines running parallel to major roads aren't drawn at all.
As there often is no clear distinction between tram and light rail lines, rail=light_rail should get the same treatment as rail=tram, and be drawn on top of any roads nearby.
