If you look for Marine Way, Mountain View, CA, it finds it, but in a city named Palo Verde. I've never heard of a town named Palo Verde around here, and Marine Way is clearly inside Mountain View's administrative boundaries.

This is a OSM data problem. You can check in the details view where the address comes from:

http://nominatim.openstreetmap.org/details.php?place_id=22059608

Palo Verde is a place=neighbourhood close by.

The Mountain View boundaries have not yet been propagated down to street level. Will happen in the next week or so.
