Reverse geocode of 41.83295892, -87.62190989 puts the location in Menomonee Falls, WI. This location is in Chicago, IL.

Even the map shows the wrong location:

Bad case of wrong parenting. The 'Y' from the ref tag of [http://nominatim.openstreetmap.org/details.php?place_id=94099566 Lannon Rd] is matched against the IL in the is_in tag (is_in=Cook, IL) of all those service roads because both are transliterated to the empty word.
