[landcover] Name of amenities as large areas at lower zoom #4418

The names of large areas should be visible in lower zoom levels.

Example: eastern campus [http://www.openstreetmap.org/?lat=51.4289&lon=6.80159&zoom=17&layers=M] compared to western campus [http://www.openstreetmap.org/?lat=51.429208&lon=6.786011&zoom=18&layers=M] of university of Duisburg-Essen in Duisburg.

The name of the university at its eastern campus [first link] shows up only in the two highest zoom levels (17+18). It is tagged with "area=yes", "amenity=university" and "name=...".
The buildings at the western campus (second link, buildings "BA" to "BE") are not grouped yet and are tagged as single buildings with "building=yes", "amenity=university" and "name=*". But they have their names rendered even in ZL 15.
I'd say this should be vice versa.

An even better solution would be to support the widely used site relation! Taginfo: type=site used more than 130.000 times.

The eastern campus is already mapped as a site relation (including car parks), the additional "area=yes" is added only for the lack of support of the site relation. The western campus is still only mapped as single buildings. So this might be a good example for testing of rendering of site relation (see [https://trac.openstreetmap.org/ticket/3119], too).
