The Nominatum search results doesnt seem suggest exact matches first. Example: Search for Forland. The search result is:

Frland, Tysvr, Rogaland, Norway
Frland, Kvinesdal, Vest-Agder, Norway
Forland, Sund, Hordaland, Norway
Frland, Norway

Its great that this also matches on Frland, but the exact match, here Forland, Sund, Hordaland, Norway, should be displayed first.

This has been already resolved in the current Nominatim version. Will be deployed on the OSM server with the next DB upgrade.
