[Submitted to the original trac issue database at 6.39pm, Sunday, 22nd July 2012]

When you select a highway with an overlap (e.g. way 128610012) Potlatch 2 warns you that 'this tag contains more than one value'. But this is the correct way to tag overlapping routes, and has caused some mappers to replace the semicolon with a comma or slash.
