Hi,

If you look at this page
http://nominatim.openstreetmap.org/details.php?place_id=117468

Canberra is considered in NSW instead of ACT.
FYI, ACT is a state surrounded by NSW.

From osm point of view, the data seems correct. So I suspect this is a issue related to nominatim indexation engine.

The relation for NSW is broken, which has the strange effect that the enclaves of NSW suddenly become NSW itself. Please fix the NSW boundary. If Nominatim then still shows the wrong result, ping me on IRC.
