Create way with nodes ABC
Create way with nodes DB
Select way DB, then shift-click on B to start a new way there.
Nothing happens

Have noticed this as well.

Perhaps this is related to the following problem I have observed recently:

Create way ABCD
Select node D
Move node D over node A
Press J to join them. Nothing happens, regardless of how precise the positioning.
