A road open only to bicycles (sometimes residents as well)

I don't think we should support rendering this on a general-purpose map. The signs 'cycle street' have no legal status. I think we would be better off tagging and rendering such roads as residential/service (if cars are allowed) or cycleway (if cars are not allowed).
