As Jonas put it on the Mailing list:
When zooming in on the slippy map previously, for a while, it
zoomed around the point where the mouse pointed. Now it zooms to
the center of the map no matter where the mouse is (at least in my
Firefox 2.0.0.3). I liked the other behaviour and would like to see
that restored.

The upgrade to OpenLayers 2.4 has resolved - it doesn't actually recenter, but it does zoom on the point where the mouse is so that the area you are zooming on stays in view.
