Potlatch2 toolbox disappears

Description

With background layer as Bing, edit: http://www.openstreetmap.org/edit?editor=potlatch2&gpx=1220134

The toolbox is visible in the bottom-left and corner of the window.

Zoom in twice. The toolbox jumps half-way up the window.

Switch background from Bing to OSSV.

The toolbox stays where it is.

Switch background back to Bing.

The toolbox disappears.

This is on Windows 7, a 1680x1050 dispay, with Firefox 15.0.1 using around 90% of the height of the screen.

about:plugins says:

Grr. "bottom-left and corner" should of course read " bottom-right-hand corner".

Confirmed on Linux using Iceweasel (Firefox) 10.0.9 and Shockwave Flash 11.2 r202.

The toolbox disappears if you just move the map. The new banner at the bottom of the Potlatch 2 page was when this started. I view the banner as an ineffective way to help new users, so I'd be happy if the whole thing just went away. If we want to help new users, a drop-down menu at the top, next to"Background" and "Map Style" would seem like a good way to do it. Link the drop-down menu to basic parts of the Wiki. Currently, there is no link to the Wiki on the Potlatch 2 page (why??). This would seem to be a good way to start.
