The toolbox disappears if you just move the map.
The new banner at the bottom of the Potlatch 2 page was when this started. I view the banner as an ineffective way to help new users, so I'd be happy if the whole thing just went away.
If we want to help new users, a drop-down menu at the top, next to"Background" and "Map Style" would seem like a good way to do it. Link the drop-down menu to basic parts of the Wiki. Currently, there is no link to the Wiki on the Potlatch 2 page (why??). This would seem to be a good way to start.

With background layer as Bing, edit:

The toolbox is visible in the bottom-left and corner of the window.
Zoom in twice. The toolbox jumps half-way up the window.
Switch background from Bing to OSSV.
The toolbox stays where it is.
Switch background back to Bing.
The toolbox disappears.
This is on Windows 7, a 1680x1050 dispay, with Firefox 15.0.1 using around 90% of the height of the screen.
