I commented on a comment to a blog post of mine (English language) today. With my standard profile setting of "de" for language preference I can see the original blog post, the comment, but not my comment. Changing the language preference to "en" makes the comment visible.
Correct behavious IMHO would be to always show everything that the account holder has authored.
Enclosed screen shots show first the blog list then the specific blog post with the "de" profile setting, then the same with "en".

I can confirm that. I added a comment to my own diary entry in a response to someone else's and the listing properly shows the text "2 comments" but my comment does not appear on the entry page:

As Tom says, there's no filtering of comments by language. I suspect this bug was solved years ago, but if it can be reproduced please open a fresh ticket on github.
