the place-tags'' for ''locality where current render very dominant.

look at http://www.openstreetmap.org/?lat=54.15052&lon=9.2794&zoom=15&layers=M

a better letter-size was by level 14 to use in 15 and smaller for the next level.

I don't think the rendering is too dominant. It happens that in this case, there are many localities close together so it's a bit much, but in general it make sense to render locality names larger than street names.

I will therefore close this as won't fix.
