If you copy and paste the link you get from the export embeddable HTML on the OSM home page, all the ampersands come out as "&". I guess the string is being double encoded somewhere.
By the way, it would be really useful to have just the link available (say in a second box) without all the iframe etc, for copy and paste into emails etc. (That's different from permalink because you can place a custom marker with Export).

There is nothing wrong here, except that you are cutting and pasting a link from a fragment of HTML into the URL bar - it is correctly encoded HTML but needs the entities expanding to get a raw URL for the browser.

OK, I admit it, I was wrong.
This just reinforces my plea, however, for a fourth export option, which is just a link (with marker), i.e. identical to embeddable except that the content of the box is a link that can be copied and pasted into emails etc (different from permalink primarily in the option to add a marker).
