incomplete data returned at 180° longitude wrap around #4720

Both the data layer on the website and Potlatch 2 return incomplete data at or near the 180 longitude wrap around. This can be seen [http://www.openstreetmap.org/?lat=66.64054915308952&lon=179.9997290968895&zoom=17 here]. If you open the data layer [http://www.openstreetmap.org/?lat=66.64055&lon=179.99975&zoom=17&layers=M west] from the 180 wrapping you only see way [http://www.openstreetmap.org/browse/way/146443291 146443291] and if you open the data layer [http://www.openstreetmap.org/?lat=66.64052&lon=-179.99719&zoom=17&layers=M east] you only see way [http://www.openstreetmap.org/browse/way/146798914 146798914].
