If you have a new way, and you then choose a highway type, and then click the '+' to add a new attribute, you get a new line which initially displays as key = (type value here).
If you type in a key value and then hit tab, I would expect focus to move across to the (type value here) field, but instead it moves to top of the right hand column (ie the value for the name).
