Pan "around the world" and longitudes of > 180 appear, which confuses Potlatch (and possibly other things) #4752

Spotted by the author of this help question:

To reproduce, click the map on osm.org. Zoom out. Using the mouse, pan right a few times (going "around the world"). Click "permalink" and you get e.g.:

http://www.openstreetmap.org/?lat=28&lon=963&zoom=2&layers=M

In this case a longitude of 963 is what results after a couple of "round the world" journeys.
