Bit of a complicated story. For the reverse lookup, Nominatim returns the address of the nearest object. In this case that was a school which you seem to have imported a while ago, even before importing all the administrative boundaries and town names. So, at that time the closest town to the school was Bogota which it got assigned as address. Then the school was never updated again, not even when the towns and boundaries appeared. So Nominatim reports still a Bogota address.
To make a long story short, I've now updated all of Cundinamarca and the example above will now show the correct address. If you find similar anomalies in other parts of Colombia, let me know.

and in nominatim the map show in la Y bogota Colombia
and in Google maps show correct!, Yacopi near the road la palma
