see the screenshots. proposed way label is rendered instead of an actual way label - suggestion is to always prefer actual way labels over proposed way labels (probably the priority should be actual -> construction -> proposed ?)

Those labels are treated equally. Which one is rendered is down to chance. Or actually: order in which they are retrieved from the database.

The place to report issues with [https://github.com/gravitystorm/openstreetmap-carto openstreetmap-carto], the "standard" style on openstreetmap.org is on [https://github.com/gravitystorm/openstreetmap-carto/issues its issue tracker]. The old Mapnik XML based stylesheets have been retired.

The road SQL and logic has been substantially rewritten, and there isn't a problem exhibited here anymore. If this is still an issue, feel free to open a ticket on the appropriate tracker.
