wrong priority and missing results searching cemeteries #4798

Author: lonvia Two unrelated issues here: The first cemetery is only as a tourism=attraction in the Nominatim DB. landuse tags are generally ignored when there is another interesting tag on the object (here the tourism tag). landuse=cemetery deserves an exception, though. The second cemetery only appears on the seconds page because the Swiss 'Freiburg' is a perfect much for your query, while the German city is only listed in OSM as 'Freiburg im Breisgau' which matches only imperfectly. Adding a short_name='Freiburg' would help in this case. |

Author: lonvia Cemeteries should now always be imported. I've manually reimported the one in Ihringen. Any other objects will be updated when they are changed the next time. |

I ran three similar search:
I did expect to find the [http://nominatim.openstreetmap.org/details.php?place_id=39320554 result] of the third search in both searches above, but its totally missing in the first and only under "more results" in the second one.
a similar case are the results for:
http://nominatim.openstreetmap.org/search.php?q=cemetery%2C+freiburg&viewbox=7.62%2C48.06%2C7.7%2C48.03
which are OK but all should be under "more results" (lower priority) where as all the results from "more results" should be listed as primary results.
Changing "cemetery" with "friedhof" (german for cemetery) does not give much better results.
