Uploading a GPX track without the time tag fails - the reason for this is to get "real" tracks, and not hand made tracks clicked on a computer manually. But it seems that the error message the user gets on a anonymized track confuses.

As a GPX file without any timestamp is valid (the time tag is optional), a user uploading such a file suggests that there has to be a bug (and the rejection of a valid file is a bug). And: Today everyone can simple fake a time stamp - and more and more people don't want to share such private informations.

But as the test for a timestamp keeps the "stupid kids" out, I wouldn't drop this check. But it would be a good idea to inform the user before the upload (right on the upload formular) that the GPX file has to be with the time element. So it would be clear that a valid file alone isn't enough - that there are higher requirements.

The error message already directs users to a page on the wiki - if you think that isn't clear enough then you could edit it to explain things clearer.

I'm not sure that adding lots of text to the upload page is going to help much, especially when it will have to be very technical so that it is just likely to confuse people who will never be affected by it.

I've tested the upload by myself now, and yes, you're right: There is a weblink explaining enough. The users with problems didn't mention this link - they only told that their tracks wouldn't have valid track points. Thanks for your comment.
