The city of Decatur, Georgia, United States of America is the second result (after the rural county of the same name) when querying http://nominatim.openstreetmap.org/search.php?q=Decatur%2C+GA
Given the economic activity, cultural influence and population (including Decatur zip codes) of the city when compared to the county, the city should be ranked first.
