There are two highway=paths here, one tagged access=private and the other foot=designated vehicle=no. The latter blends into the background, despite being more important to the user.

This is definitely a problem where people have mapped every single private path within the grounds of blocks of flats (in the case in question, they originally didn't have access set, which is even more confusing).

I would go further and suggest that private paths be completely suppressed except at the very highest zoom levels.
