User sees

Format to Export

OpenStreetMap XML Data

Fine, he can download the data.

But what if would like just the URL to download the data?!

One sees via tcpflow(1)

Well you still should offer a permalink if he doesn't want to get this by hand each time.

You do offer permalinks for images and embeds etc. Do also for XML.

Anyway, you only give the URL for the third of

Format to Export
    OpenStreetMap XML Data
    Map Image (shows standard layer)
    Embeddable HTML

You need to also do so for the others, even if possible via other clicks on other parts of the screen.

The export system is (with the exception of the HTML embedding option) intended for one time exports, and we explicitly want to discourage people doing repeated downloads, or any kind of automation. So not making it too easy to get the URL in those cases is actually a feature of sorts.

Then you need to add a link to more help about export that explains about that and what they should do instead etc.
