Some things I'd like to see on the great new feature:

1. Close popup on second click
   Description: Now one has to click on the red + to open the popup but to click elsewhere in the map to close it. Clicking on the red + again opens the popup again. Imho it would show better usability (and logic) to close the popup it on the second click.

2. Show popup on hover
   On the original OpenStreetBugs I find it much more convenient to have a look at the popups by just hovering over the red +. Only when I want to work on it I do have to click it.

3. make "add a note" layer sticky
   I'd like to see the "add a note"-layer all the time. Clicking "Permalink" or "Shortlink" reloads the map on the same location but drops the "add a note"-layer
   (I prefer clicking permalink and copying the permalink-url from the adressbar using the keyboard to copying the permalink using the context menu of the browser)
