Nominatim ignores changed admin_level on boundary relation #4858

If the admin_level is the only value that changes on a boundary relation, nominatim still reports the previous admin_level value.

Create boundary relation.
Change admin_level
Wait for nominatim to update
Observe that admin_level reported by nominatim has not changed.

Recreating the relation causes the correct admin_level to be used.
