Nominatim ignores changed admin_level on boundary relation #4858

If the admin_level is the only value that changes on a boundary relation, nominatim still reports the previous admin_level value.

  1. Create boundary relation.
  2. Change admin_level
  3. Wait for nominatim to update
  4. Observe that admin_level reported by nominatim has not changed.

Recreating the relation causes the correct admin_level to be used.
