Support schemas for database tasks

Description

Currently osmosis only supports importing into the "public" postgresql schema. It would be useful to allow schemas other than public.

This impacts the API database, pgsnapshot database and pgsimple database tasks.

--write-pgsql-dump should support schemas already as it is loaded in with a .sql file that needs modification before running anyways, and it is a fairly trivial modification to use a different schema.

I believe the relevant SQL would be something like SET search_path TO myschema;

Is there any progress in this? osmosis unability to do paralell import is quiet a big pain for osmose checks processing.

There's been no progress. I don't have the time to spend on it any more, so I'm just doing the bare minimum. This change will require somebody else to step up and make the change.
