[Submitted to the original trac issue database at 2.35pm, Monday, 29th July 2013]

The "add note" button highlights as you scroll over it, but nothing happens when you click. This happens regardless of whether you are logged in or not.

If it really does not work with IE8 a proper error message should be shown to the user.
