Custom map layers

Description

Could it be an idea to have the ability to add custom maps using the xyz-scheme (e.g. http://example.org/tiles/{z}/{x}/{y}.png) to the openstreetmap website, as is possible in the iD editor?

The custom layers could also be saved for logged in users for later use.

And one could aggregate lists of custom layers that have been used for all users, as a library to browse for nice renderings of OpenStreetMap data, and sort them by most popular, etc.

There are a number of problems with this...

First off it is encouraging the use of the web site as a general purpose map viewing tool, rather than as a place for exploring and editing our data.

Secondly, recommending the alternate tile sets to other users has the potential to drive significant traffic to those sites without their knowledge.

There's a reason we have a policy for adding extra layers, along with a set of rules around things like making sure those are happy with the level of traffic we might drive to them.
