Create Permanent URL for a specific OSM Diary comment

Description

Currently, users are unable to create a permanent URL to a specific comment on an OSM diary page.

For example, I'm writing a blog entry and I want to create a permanent link to a specific comment on an OSM diary entry. I have to workaround by providing the URL to the diary entry and then writing see comment number #5 made at: 13 November 2011 at 23:33

Comments do have an anchor you can use for a permanent URL but you'd have to look at the source to find out what it is at the moment.

Fixed in 5bb751c/rails so that the timestamp is now a permalink.
