Currently the "Standard" layer supports the zoom level 19, but the "Cycle Map" layer only goes up to 18. This can cause tiles to awkwardly stop loading if the user does the following:

  1. in the "Standard" layer, zoom to 19
  2. switch to the "Cycle Map" layer
  3. wait forever for tiles to load
