[roads] Oneway arrows of construction highway is rendered above a normal highway #5085

[Submitted to the original trac issue database at 4.02pm, Friday, 27th December 2013]

at http://www.openstreetmap.org/#map=17/31.79674/34.76571 there is an overlapping highway=trunk and a construction highway trunk.

The one way arrows of the construction highway are drawn above the normal highway. That creates some confusion.
Expected layer stack (from Bottom to Top):

  1. construction highway
  2. construction oneway arrows
  3. normal highway
  4. normal oneway arrows
