Without a clear trail starting from a "Bugs" link from osm.org,
the user can only turn to http://www.google.com/search?q=osm+bugs
to finally, with lots of luck, get here, to report a bug.
Yes there is a link to http://www.openstreetmap.org/help
but by this time the user has turned to Google.

We only have limited real estate on the front page, so we have to prioritise what does and doesn't go there.
If we were to add this then I think we should add it to the help page that you have already mentioned, and I've not massively opposed to adding a link there (we know that page needs beefing up) but I wonder if we shouldn't be encouraging people to look at things like help.openstreetmap.org first rather then encouraging everybody to start opening tickets here. We have far more people able to answer questions on help that we have triaging bugs here.

I think you need to make sure the correct place finally ends up at the top of search engine results,
and there you can add an explanation of what people should do first.
Also that same correct place should only be a link or two deep for people looking for it via the home page instead of search engines. All the same no worry -- as on that correct place there would be put the 'are you sure you want to report a bug?" explanation...
