slippy/tiles map needs a scale

The tiles interface needs a scale bar. That needs someone to render one out for each zoom level, and for the javascript to switch them as appropriate.

This is a bit more complex, as the further you get from the equator, the same east/west distance on the ground is bigger in the rendered map, due to the way that the projection used is. Thus this is more complex. Take a look at Google, and you will see the scale change on the same zoom level.

There seems to be a bug in that this does not show up right in Safari.

Probably an OpenLayers? bug.

Nor does it work with Gecko 1.9 beta 5 (Epiphany in fact).

Seems that after a restart, Safari has decided to start working. Probably using an old cached version instead.
