Well at the very least you should open your ticket in the nominatim component as requested, and not in the api component.
If you're really using the MapQuest instance then I'm confused by why it would ask you to do that tough as I don't believe they use trac - most likely you will need to find some other channel to contact them.

The message comes from MapQuest's Nominatim instance. It used to be hard-coded like that in the source code. They just have never gotten around to adapting it.
