[Submitted to the original trac issue database at 4.50pm, Tuesday, 4th February 2014]

The results for http://nominatim.osm.org/reverse?lat=18.398&lon=-65.9952&zoom=6 tell you the OSM object for the result is relation 99515, which was redacted some time ago.

The XML for the output is
