Could you please guide us on how to solve this or help us solving the problem?
Administrative Levels in Mozambique should be something like:
State (Provincia)
Municipality (which is Municipio and in most cases this is equal to City)
District (Distrito)
Suburb / Neighbourhood (Bairro is actually the direct translation of neighbourhood and the term used here)
Quarteiro (which is a non-formal boundary that is recognised by Municipalities as a way of dividing neighbourhoods - this is important due to the lack of street names and numbers)

Your choice of admin_level does not follow the usual conventions. I'd suggest to use them as follows:
4 - State (Provincia)
8 - Municipality
9 - District (Distrito)
10 - Suburb / Neighbourhood (Bairro)
11 - Quarteiro
Not sure about the Quarteiro. You might actually want to tag the boundary with place=neighbourhood instead of boundary=administrative if they are non-formal. Ask on the [https://lists.openstreetmap.org/listinfo/tagging tagging list] for advice if you are unsure.
Also, have a look at http://wiki.openstreetmap.org/wiki/Admin_level for a listing how admin_levels are used in other countries. It would be great if you could spend a minute and add Mozambique in the list, once you have fixed the admin levels.

We're doing a participatory project in Maputo and already tried everything to have the City tag showing in the Nominatim API on reverse search:
