On reverse geocoding Dubai regions it Shows as Sharjah. You can Check it in this link http://open.mapquestapi.com/nominatim/v1/ . enter 25.2303,55.3974 and search. It is Dubai region but will Show as sharjah. Please rectify it as soon as possible.

We have no control over the MapQuest instance of Nominatim. You have to report this to their support team.

On a more general note: there are still no administrative boundaries in Dubai, so don't expect perfect results.
